Mara Rupia Lopes

Principal Associate

Mara began her career as a trainee lawyer at Morais Leitão, Galvão Teles, Soares da Silva & Associados (2014), in the Banking and Finance area, with special focus in the area of project finance. She is a member of the administrative and public law, TMT, data protection and the sports and entertainment teams. 

Currently, her practice focuses on several areas of administrative law. In particular, she regularly advises clients on the performance of concession agreements for public services and public works contracts, including in major projects over the last years. She is also experienced in administrative litigation and public contracts.

Mara is also experienced in regulated sectors, with emphasis in electronic communications and new and emerging technologies, gambling and financial activities, and has been working on compliance matters, particularly relating to the prevention of corruption, money laundering and terrorist financing. 

In the last few years, Mara has developed significant work in legal assistance in all areas related to gaming and wagering to a wide range of sector clients, such as casinos, gaming operators and providers, publicity and media content agencies, among others, both online and land based.

In addition, she develops work in the areas of data protection and privacy, advising clients on drafting privacy and data protection policies, internal regulations, compliance programs, as well as preparing and reviewing contractual clauses and agreements applicable to the processing and transfer of data from and to other countries.

In the sport’s industry, Mara provides clients with legal assistance in matters related to her focus areas, including litigation before regulatory entities and competent national or international deciding bodies, having advised athletes, clubs, federations, and associations.

Mara participates regularly in several articles for international publications (for example “ICLG Anti Money Laundering 2023 - Mozambique” – Global Legal Group (2023); “Anti-Corruption & Bribery Comparative Guide (Mozambique)” – Mondaq (2023); “Getting The Deal Through - Telecoms & Media 2020” – Lexology (2021); “Practical Law Global Guide 2018 on Data Protection (Mozambican Chapter)” - Thomson Reuters (2018), amongst others). She is also a regular invited speaker and trainer in the above subjects.

Mozambique Bar Association and Portuguese Bar Association (admitted in both associations in 2017).

Education

Law Degree (University of Lisbon School of Law, 2014). Master’s Degree in Law (University of Lisbon School of Law, 2018). Postgraduate Studies in Administrative Law (Católica Porto School of Law, 2019). Specialization course in Information Technology and Cybersecurity for Jurists (Técnico+, 2020). Currently attends the Postgraduate Studies in Digital Services (University of Lisbon School of Law).
